Regional writers and writers' groups can apply to RADF (Regional Arts Development Fund) to employ the skills of a professional to develop skills. The various state arts funding bodies also fund individuals to develop their work.
The Australia Council is extremely competitive, but with local regional arts funding bodies, though they don't have a large budget, there is less competition for funds.
